Every year, thousands of shipments are detained, seized, or returned at US ports of entry because importers and exporters did not understand what US Customs and Border Protection (CBP) prohibits or restricts.
This post is a practical guide — written by a serving customs officer with 15 years of NII experience — to help traders, freight forwarders, and logistics professionals understand the rules before shipment.
The Difference Between Prohibited and Restricted Items
A prohibited item cannot enter the United States under any circumstances. No licence, permit, or exemption applies.
A restricted item may enter the United States — but only under specific conditions, with the right documentation, permits, or licences.
Common Prohibited Items
- Narcotics and controlled substances not authorised by US law
- Counterfeit goods — including fake currency, fake branded products
- Obscene publications and materials
- Certain firearms and ammunition without proper authorization
- Merchandise from sanctioned countries under the US embargo
- Items made with forced or child labour
Common Restricted Items
- Food, plants, and agricultural products require inspection and permits
- Animals and animal products — require health certificates
- Medications and pharmaceuticals require FDA approval
- Alcohol and tobacco — subject to duties and restrictions
- Firearms — require ATF permits
- Cultural property and antiques — require documentation of origin
